There isn´t a dedicated Wiki-article about them, so I´ll recap some infos from the german article:
Size: Only 5,5-7mm, they show a big variety in colours -from lightbrown, olive to nearly black. There is only one generation per year. These insects lost the ability to fly, unlike most of this family. They feed on Phloem - juices of different trees like limetrees, oaks, maples, birches, elms and hazel. But they aren´t picky, so it´s possible to find them on other plants too - this one sat on the leafstem of our cimicifuga (bugbane // Silberkerze). You can find the adults from late june until midth of october, their larvae hibernate on ivy, privet, juniper and taxus, as well as in dead leaves on the ground.

Issidae is a family of 'planthoppers' described by Spinola in 1839, belonging to the order Hemiptera, suborder Auchenorrhyncha infraorder Fulgoromorpha.

Species of this family are present in most of Europe, in the eastern Palearctic ecozone, in the Near East and in North Africa.

Issidae are small insects generally with a stocky body, as the wings mainly develop in width. Basic body coloration is not striking, usually shows brownish colors. The head has two ocelli. The forewings have strong pronounced ribs. They wrap the abdomen when the insect is at rest. The family includes approximately 1000 species with 215 genera, but the systematics of Issidae remains uncertain.
